RUN Powered by ADP and Paychex Flex both deserve evaluation when a small or growing employer wants payroll backed by a larger service organization. The useful distinction is not which name feels more established. It is how the specific account will be implemented, supported, corrected, and transferred when internal responsibilities change.

Start with the operating relationship

Published product descriptions can identify available payroll and workforce capabilities, but they do not establish the service experience a particular customer will receive. Ask each provider to diagram the relationship from implementation through ordinary processing, tax questions, corrections, and contract exit.

Clarify whether the employer receives a named contact, a pooled team, specialist queues, or some combination. Identify who configures earning codes and state accounts, who approves changes, and where past cases remain visible. A broad organization is valuable only when the buyer knows how to reach the right part of it.

Scenario: a regional repair company adds a branch

A repair company pays technicians hourly, supervisors on salary, and occasional bonuses tied to completed work. Its controller runs payroll with a backup administrator. The business expects to open a branch across a state line, but the opening date could shift.

RUN Powered by ADP may fit if its proposed service structure and implementation plan match the controller's preference for guided expansion. Paychex Flex may fit for the same reason if its assigned workflow, reporting, and escalation route prove clearer. The brand alone cannot decide this case; the account proposal and a realistic branch-opening exercise can.

Evaluation plan with two payroll scripts

Give both sales teams the same written exercise:

  1. Model one regular payroll containing hourly pay, salary, an approved bonus, and a new technician.
  2. Show preparation, review, release, and backup-administrator permissions.
  3. Produce the payroll register, accounting output, employee pay record, and change history.
  4. Add a fictional late time correction after payroll has been approved.
  5. Walk through a state-account setup request for the planned branch without asserting that the provider makes the employer compliant.
  6. Demonstrate how a case is escalated, documented, reopened, and exported.

This comparison does not claim those exercises were performed. They are a reproducible buyer test for separating published scope from the actual service arrangement.

Edge case: the branch date moves after setup

Suppose the new branch is delayed after employee records and state-related work have begun. The payroll owner needs to know which effective dates can be changed, what filings or registrations remain the employer's responsibility, and how the audit trail records the reversal. Ask both providers to explain the sequence in writing.

State payday rules and payroll-tax obligations do not become identical because a platform supports multiple states. Provider assistance is a commercial capability; it is not proof that the employer's facts, registrations, withholding, or pay schedule satisfy every applicable rule. Legal and tax questions should be confirmed with qualified advisers and government sources.

Service decision criteria and final verdict

Favor RUN Powered by ADP when its offered implementation ownership, support routing, permissions, and expansion process are easier for the team to control. Favor Paychex Flex when its proposed relationship gives the controller a clearer path through the same work.

Score both on contact model, escalation visibility, correction ownership, state onboarding, reporting, administrator backup, employee record access, year-end continuity, and exit exports. The winner should be the service system the company can verify during a difficult payroll week, not the provider whose presentation contains the longest feature list.

Attach the offered support terms and implementation responsibilities to the scorecard. Verbal assurances should remain open questions until the account team confirms the applicable process in writing.
