Suppose headcount growth changes the company's benefits reporting analysis or adds a new layer of payroll review. The Internal Revenue Service has specific rules for determining applicable-large-employer status under the ACA; a product module or alert does not make that determination for every organization.
Ask how employee hours, status history, ownership entities, and benefits data can be exported for qualified review. Confirm whether a new administrator can be restricted to preparation while another retains release authority. If a new state is involved, establish which party handles registration, effective dates, local taxes, and agency correspondence. Treat each item as a separate implementation fact.
Decision criteria and final verdict
Choose RUN Powered by ADP when the service organization, escalation model, payroll controls, and reporting fit are more valuable than a purely self-directed tool. Step back if the buyer cannot identify who will answer a correction, what is included in implementation, or how records remain accessible.
The final scorecard should weight service routing, state onboarding, time and earning inputs, approval separation, tax-notice handling, accounting reports, year-end access, and portability. The product can support payroll administration; the employer still needs a control owner who verifies inputs, reviews outputs, and follows unresolved obligations.
